Merge infra-docs into the 'jenkins' repo

Description

The 'jenkins' repo currently contains no documentation. The 'infra-docs' contains only docs, most of which deal with stuff that is in the 'jenkins' repo.

Both repos are maintained by the exact same people (The oVirt infra team).

Therefore it makes sense to unify these repos.

Pros:

  • Easier discovery of docs for people looking to contribute to the 'jenkins' repo.

  • Can now enforce including documentation for new features in 'jenkins' repo.

  • Less repos to maintain for the infra team.

infra docs is being actively used and there are no specific problems with this

I don't think its blocked anymore, might be good 'first-issue-ticket' also for new comers.

this is probably not the right time to start working on this. I have a huge patch pending in the infra-docs repo, and has at least one patch pending there as well, please wait until work there quiets down.

'Jenkins' repo and 'infra-docs' git repo, both are in gerrit.ovirt.org.
