Consider way for alert users on outages when lists are unavailable

We moved the oVirt MM to OSAS community cage which also have a fall-back server, so even if PHX is down we should be OK.
Also, we can use the @ovirt tag on Twitter and the oVirt site to communicate any outages.

I used the @ovirt twitter account for that, but also we should advertise
status.ovirt.org, however it seems not to show the real status of services,
so that needs to be fixed first.

There is the RH outage list which may be used, not sure who can post on it.

There is also the -pager@ email addresses to send to SMS for critical alerts.

So as for hosting in the Community Cage, no problem, I'm making room for it (as the new hardware is broken and we're having fun with the Supermicro support…). More on OVIRT-408.

Hosting the new MailMan3 outside of PHX should make this more reliable, can we do it on OSAS?

We should check if Nagios has a way to send alerts to telegram in case mail
server is down

maybe an easier solution would be to also send via the Red Hat listserve.
