alright, now I got it 11 times right after PR creation. This is unbearable and obfuscates other comments. Please either fix it or remove the bot altogether

Can we generalize it to the point where we will have just one pipeline job that will do all the triggering for all projects (E.g based on the existence of jobs for those projects)?

Right. But it's not purpose of this ticket.
The problem is this "you're not in whitelist" message is sent 4 (or more) times. It's pointless.
The only solution I can see now is pipeline (again). We have to check whitelist if user is not whitelisted then give them one single message otherwise trigger other jobs (per branch/OS).

We probably shouldn't just add everyone to the oVirt org. instead we should probably instruct the maintainers to run 'ci test please' to confirm the PR. (Or add to the org of they choose to)

Until we fix this, can we replace the message with something like: You're not part of the oVirt organization, please request one of the oVirt infra members to add you to be able to send PR requests.

Seems like GH PR builder plugin posts one message like:
Can one of the admins verify this patch?
Per job which should be triggered. For example if we have el7/fc25/fc24/master jobs to be triggered by Pull Request it means message will appear 4 times in the GH UI which is useless and annoying.
