add to infra docs on supporting building containers in std ci

Description

We now support building containers in standard CI.
we need to document how a developer will use it and to give example the ovirt-container-engine once it works.

I think this can be closed now? we have basic docs on infra-docs on building containers right?

Patch was abandoned due to inactivity, I believe this should part of the V2 documentation as well if we don't have it yet, something about the flow of building a container, publishing it to CI repo or private repo and consuming a container from ci repo
