update centos opstools repo in ovirt release rpm
As announced and scheduled, several centos services are going to be out of service for about 48 hours since March 14th, 13:00 UTC:
The list of involved services includes https://cbs.centos.org (Koji).
Our stable release tracker rpm ( http://resources.ovirt.org/pub/yum-repo/ovirt-release41.rpm ) requires packages from there and so oVirt from stable release is currently not installable as well on Centos based systems.

https://gerrit.ovirt.org/#/c/72397/1/ovirt-el7-x86_64-deps.repo.in and https://gerrit.ovirt.org/#/c/73499/1/ovirt-el7-x86_64-deps.repo.in already fixed it for http://resources.ovirt.org/pub/yum-repo/ovirt-release41-pre.rpm but currently we don't have a branch to backport them for ovirt-release41 4.1.0-2
Note: we only need our mirrors for repos that don't have stable version yet right?
Namely just OPS tools right?
