This was a bug in repoman related to special handling of SRPMs. Essentially it was stripping SRPM fact away when version comparison is done and depending on how files are enumerated will consider the RPM is already there if SRPM is copied ahead. The patch [1] merged that enables only-missing filter to work on full RPM names.

Currently I removed also all the integration projects from it.

@Anton Marchukov it looks like a repoman bug, I tried running our publisher job which syncs RPMs from tested repo into snapshot and you can see in [1] its adding the RPMs but not saving them. even more strange it works for el6 and fc25 but not for el7.

You can see the ovirt-engine-wildfly-overlay rpm is in tested repo [2]

Please see if you can find out why repoman doesn't sync the el7 rpm ...
