puppet errors for Jenkins manifests

Description

There are sever errors currently causing errors in Foreman reports for the Jenkins server:

1) caused by python-pip rename to python2-pip in EPEL:
/Stage[main]/Ovirt_jenkins/Package[python-pip]/ensure change from absent to latest failed: Could not update: Execution of '/usr/bin/yum -d 0 -e 0 -y list python-pip' returned 1: Error: No matching Packages to list

2) caused by duplicity updates in EPEL:
/Stage[main]/Ovirt_backup::Jenkins::Client/Package[duplicity]/ensure change from 0.7.11-1.el7 to 0.6.24-5.el7 failed: Could not update: Execution of '/usr/bin/yum -d 0 -e 0 -y downgrade duplicity-0.6.24-5.el7' returned 1: Error: Nothing to do
