Jenkins: disable CLI over remoting

Description

Running CLI over remoting is deprecated:
https://jenkins.io/doc/book/managing/cli/#remoting-connection-mode

It's recommended to disable it and use other connection modes like HTTP or SSH

CLI over Remoting disabled. Other modes still on, so if some external scripts break they can be reconfigured to use HTTP

I don't think we have uses of the CLI anywhere, but we will need to check.
