Make the change-queue jobs update the 'tested' repo

Description

The 'tested' repo is currently being updated by the 'experimental' jobs, this means that as soon as something makes experimental fail, changes stop flowing into 'tested'.

When the change-queue will update 'tested' only the failing changes will be blocked.

Until this is done, the change queue is not really testing stuff properly, because while experimental is failing, changes that pass the CQ successfully are just dropped instead of being kept.

4.1 switched over as well, will wait for a few more days before merging patch.

Switch over done for 'master'.

Switch-over for 4.1 was postponed to ensure adding upgrade suits does not introduce new issues. Will be done today/

We decided to perform the switch-over from 'experimental' to 'change-queue' on the week of Jul 16-22, 2017. Blocking ticket until then.

Created a patch to make the change queue update the 'tested' repo instead of having the 'experimental' flow do it.

Also created a patch to completely remove the 'experimental' flow.

Together these patches implement a full swtich from the 'experimental' flow to the change-queue.
