Educate team about change-queue

As we progress towards making the change-queue fully operational, we need to write some documentation and traing the team about using and debugging it.

Created a ticket for documentation: OVIRT-1536.

This ticket was really focused around presentation to the team and this had been completed now.

We need online documentation for continuous reference, probably on infra-docs, as it will be difficult to look and check the slides all the time for understanding something.
This can probably include a diagram of oVirt CI flow, including standard CI, mirrors, etc...., don't mind if it will be in a new ticket as well.
In addition, a blog post on ovirt.org will be a good idea as well, but it can be in a new ticket, as its not urgent.
