Make pipeline loader run slave-cleanup.sh and global-setup.sh on slaves

Description

Most jobs run 'slave-cleanup.sh and 'global-setup.sh' on slaves before doing anything on them.

Pipeline jobs currently do this on slaves on which they run STD-CI scripts but not on slaves that are used for the pipeline's own work.

We need to make the pipeline loader run 'slave-cleanup.sh and 'global-setup.sh' on the slave it uses to load the pipeline code so we can be sure these scripts always run on all slaves.

We probably need some pipelines configure in the staging Jenkins to work on this safely.
