The infra-docs check-patch jobs are not voting

The CI jos for infra-doc are not voting.

After we removed fc26 job for infra-docs project check-patch, we forgot to delete the job itself from Jenkins so this job didn't have the Gerrit trigger vote parameter injected and it failed the report.

I've removed the job which fixed the issue.
