Remove support in the CI system for Fedora 23 and Fedora 24.


Fedora 23 and Fedora 24 have been EOL a while ago, in order to clear up some space, we need to clean up thing that are associated with them. This includes:

  1. Looking at all the job definitions in 'jobs/confs/projects' in the 'jenkins' repo and negotiating removal of fc23/fc24 jobs with maintainers.

  2. Removing the relevant '' configuration files (From 'mock_configs' in the 'jenkins' repo)

  3. Removing the fc23/fc24 CI mirrors and sync jobs (Jobs are in 'jobs.confs/projects/system/sync_mirrors.yaml', mirrors are on '' in '/var/www/html/repos')

  4. Removing the fc23/fc24 slaves

  5. Removing the fc23/fc24 packages from the 'tested' repos in ''.

I fixed one of the tests but one is still failing.

I removed the tests and mirror_client script from the change.

Next time you don`t need to start a new patch just to "start over" in git; You can create a completely new and unrelated commit and still send it as a patchset to an existing patch by putting the same change ID in the commit message.
