CI +1 doesn't carry forward on commit message updated while previous build is running

Description

While patchset 3 was running, I updated the commit message. PS3 gets CI+1, but PS4 does not. I must add it manually.

this is a race condition, Jenkins is posting status for patch set #3 while Gerrit is expecting flags for patch set #4.

This is a well know issue, that had been encountered and reported many times, it is not caused by any code that we maintain, we can't fix this.
