GitHub support for pusher.py

Description

'pusher.py' currently only supports gerrit, what this means in practice is that automated polling for upstream source changes is only available for repos that are hosted in Gerrit.

We need to support this in GitHub as well.

probably a similar flow, but likely a different API. And should be a different ticket.

We need to support GitLab as well, as that is the standard for downstream projects that don't use Gerrit.
Is it the same as GitHub?
