update PHX engine to 4.3.6

Description

oVirt 4.3.5 has been released and the PHX engine is still 4.3.3 - opening ticket for the upgrade.

engine-phx was updated successfully. I did see a minor issue with HE hosts not detecting the VM going down so had to log in and execute “hosted-engine --vm-poweroff” manually. Hopefully, host upgrades to 4.3.6 will fix this.

staging env was upgraded, and oVirt seems to be working fine.

We can move on with host and engine upgrades now.

could you please upgrade the staging env to 7.7 (run yum update and reboot everything) and confirm oVirt works properly?

RHEL 7.7 released - waiting for the new kernel 3.10.0-1062 to be built for CentOS before upgrading hosts to save one maintenance cycle.
