I can't think of a way to do this that will not be very fragile though,
maybe it's best if it would just be passed as an env var to the suit and
have it decide what and how to do it.

could you please confirm what the exact issue is described in this ticket? Do I understand correctly that CI is implicitly including repos into the environment that are newer than what’s needed?
