create VMs on ppc servers

Description

As qemu-kvm-ev is now being built for ppc64le (but VDSM isn't yet), to optimize usage of the POWER8 servers we have it's best to install libvirt VMs to be used as slaves.

I created a template and installed ppc-el7-vm01.phx.ovirt.org as a Jenkins slave. As we're low on IPs I didn't spawn more VMs but this is trivial in general as there's a QCOW image with all we need.
