Added both check and update (all) hooks for the 'ovirt-imageio' project.

we are in the progress of refactoring the way enable hooks to projects.
there will be a 'basic default set' that any project can subsribe to, but it will take a little time to finish this.

if this is urgent, we can add it in the current way, please update if you need the change now or it can wait.

patch #66661 is ready.

current status: waiting for CR

after the merge we need to create symbolic link in the git project directory to point to the default-hooks directory.
