don't trigger 'test experimental' on non-el7 builds

Description

Today text experimental master/4.0 also is triggered for fedora builds, but we only run el7 tests in OST, so there is not point in running the job again on fedora builds.

This is no longer an issue since we switched to synchronized deployment of all platforms to solve https://ovirt-jira.atlassian.net/browse/OVIRT-1315#icft=OVIRT-1315

also don't trigger for ppc64le as we only run x86_64 tests for now.
