[gerrit hooks] Check if its possible to use regex to match stable branches

Description

Following warning is displayed for 4.0.2:

The new hooks don't use the static config file anymore.

we can close this right? since all new hooks don't use the conf file anymore?

we are removing the usage of the config files from the hooks, so this won't be relevant soon.
keeping open until the work will finish.

do we still need this? please check which hooks are still using the branch names in the config files, we might not need to check this regex if the hooks won't use the config files anymore.
