build a generic yaml template for both github and gerrit projects

Description

As per https://ovirt-jira.atlassian.net/browse/OVIRT-970 gerrit and github jobs contan a lot of common code and features so they should be merged and github suffix removed from the job names.

This ticket is being replaced with which more accurately describes what further work is needed to unify STDCI between Gerrit and GitHub

Because of the way the GitHub PR trigger works, where you need to have one and only one job that is triggered on a project's PRs, we cannot have the same job structure in GitHub as we do in Gerrit, unless we make jobs run multiple things in parallel.

This means is not a blocker for this.

Added a patch to add a parameter that will allow using the same templates for both Gerrit and GitHub.

OK, didn't understand it from the name of the ticket, i'll rename the ticket to reflect what needs to be done.
