Think on a better way for a fallback repo in manual ost

Description

Right now, if a user chooses to use 'latest_tested' repo, we inject extra_sources file to the suites folder with latest.tested repo - this might cause us some problems if latest.tested repo will change while repoman is downloading.
Maybe we should inject the 'tested' repo to the matching reposync.repo file and sync it with reposync to avoid downloading the whole repo.

experimental latest_tested no longer exists, we use tested, so there is no issue.
