Gate OST sources change in change-queue test jobs

Description

Since the OST source code can affect tests results we should gate changes to it in tests jobs and not just blindly use 'master'.

The idea is to send merged patches to OST as changes to the change queue, and have the change queue tester jobs track the last commit for which the tests passed successfully.
