upgrade jenkins.ovirt.org to 2.89.4 LTS

Description

Jenkins 2.89.3 LTS is out, our instance needs to be updated.
There is also a new security advisory out so we will bump plugin versions:

Patch applied to prduction along with G1 garbage collector and a full OS update

Will also apply GC optimizations on Prod (they're enabled on Staging for quite some time and we haven't seen any issues there)

New Jenkins LTS released, patch updated accordingly and applied to Staging, will apply it to Prod as soon as possible
