Raw HTML displayed in CQ jobs instead of links to the "tester" job

Description

An update to jenkins or one of the plugins caused the CQ jobs to display rad HTML instead of a link in the builds list. See attached screenshot.

We need to rewrite the groovy code that generates the tags, to use some other API functions, as mentioned in my comments above.

Blocking this ticket on since its making major changes to code that this ticket has to touch so better only start handling this when it is finished.
