Setup CI mirrors for EL7/ppc64le

We've been having trouble with PPC64LE slaves due to packaging issues, its desirable to setup CI mirrors that will protect the CI system from such issues in the future

I don't recall any significant errors due to mirroring on PPC64 that required us mirroing repos, we have limited space on the mirror server, so I'd rather not add something we don't need.
