re-add PHX hosts to HostedEngine pool

Description

After implementing the PHX environment has just one HE-capable host left. Opening ticket to deploy the others once the relevant bug is resolved

All hosts re-added, we may need to clean up the stale host IDs but otherwise we are good

Several issues resolved in BugZilla, working now on evacuating nodes to re-deploy them with HostedEngine capabilities. Will upgrade against L1TF ( ) during this process.
