replace FC27 CI slaves with FC29

Description

Fedora 27 is EOL plus currently deployed systems have a UID bug so they're offline. This ticket is to track their removal and replacement by Fedora 29 systems similarly spawned from Glance templates.

All slaves except two replaced with fc29, the only job still requesting fc27 is jenkins_master_check-patch-fc27-x86_64 so sent a patch to move test against fc29 instead

I've added fc29 slaves to both the staging and production jenkins instead of fc27 systems. For now they are marked as only to be used when the related label is requested but after some tests we can use them for general check-patch runs

Fedora 29 image imported to glance, will update the template to fix UID assignment to go on and replace fc27 systems.

Also, at least lago_master_github_check-patch-fc27-x86_64 and jenkins_master_check-patch-fc27-x86_64 still need fc27 so we need to remove them before decommissioning every fc27
