All NGN builds failing / FC23 slaves don't support nestig

Description

All NGN builds are currently failing because

a) fc22 slaves with nesting can not be used, because they are affected by an libvirt bug

b) after switching to fc23 slaves, the builds time out, because it seems that nesting is not enabled for them.

I think we can close this, even without the mknod calls which David identified.

can you add the mknod calls from David's comment above to at least to be included in our master branch of ngn?
