migrate icingna instance to OSAS

Description

We still run old icigna instance on monitoring.ovirt.org (hosted on alterway).
We need to create a new icinga2 instance on PHX and integrate it with graphite/graphana

Nagios users were migrated. As for jump host functionality - this system is not managed by puppet at the moment. We have VPN for most situations, however people whose keys are mentioned here can use the new system as a jump host.

Is the access to the new server allowed for existing infra admins?
What about the jump server, is it changed or is there a new procedure?

Migration complete, configs, performance data and logs migrated successfully and notifications re-enabled.
If any issues are spotted let's open separate tickets, closing this.

Perfdata processing fixed by using batch mode for pnp4nagios since nagios has some issue with environment variables exported. Will do the last checks and perform the migration as the replacement system looks functional enough at this point.

NRPE re-configured on most systems, will send a patch to add the new IP to puppet-managed systems as well
