find a way not to fail CI jobs if git clone fails

We need to find away to tell gerrit trigger plugin not to put -1 if git clone fails (obviously an infra issue)

I'm not concern on merging or not merging, I'm concerned on the noise and false positives, we shouldn't give -1 on something we know for 100% is infra issue.

That is ok imo, and only a maintainer should be able to merge such a patch (being fully aware that the patch did not run the tests and might introduce regressions)

There was an issue yesterday that a patch got -1 due to the timeout error on gerrit.ovirt.org, see email to infra list.
