store PHX backups off-site

Description

Currently backups of the PHX infra are stored inside the DC. To increase resilience we need to regularly copy them off-site for safe keeping

We have a RHEL VM to work on, currently I'm testing the backup script and I also found out that our manifests are not compatible with RHEL7. Logged https://ovirt-jira.atlassian.net/browse/OVIRT-675#icft=OVIRT-675 to get this fixed.
