fix reverse DNS zone delegation

Description

Reverse DNS delegation seems to be broken in the PHX2 subnet which may cause problems with email. To migrate mailman we need that to work.

rDNS is still mostly broken since Foreman isn't able to manage it. We only have mail.phx.ovirt.org working with rDNS and with the current setup we probably can't improve this. The only thing we can do is request the full /24 zone to be delegated, then Foreman will be able to handle it. I will discuss this with the IT ServiceDesk and let you know.

After reading more I don't think we can achieve zone sharing between internal and external view as these are effectively two different zones (i.e. serving different FQDNs). So for now we'll have to leave everything as it was - i.e. broken PTR records from the outside world. We'll serve a PTR for the mailman from another zone file managed manually (we can add other services there, too). Forman will update the internal view that no one is using as it can't update PTR zones in RFC2317 format.

could you please check if backup still works after DNS settings were rolled back?
Foreman provisioning should now work again, tell me if you hit any issues.
