prepare to remove fc23 and add fc25 to CI

Description

We might want to consider moving some of the configuration to use centos,
to avoid such a massive infra update every 6 months.

16 fc25 slave VMs added last week, all working fine:

fc23 VMs removed from Jenkins, working on rebuilding bare metals as well.

Thank you Greg! Now the puppet manifests work on Fedora 25 without errors. So we can add them to Jenkins to at least try some of the jobs if not all mock support is in yet.

Great! To do a quick test - fetched the RPM and generated an FC25 repo. Now the failure is with patternfly copr which doesn't seem to be built for FC25:

could you please add Fedora 25 as a target to the copr repo so that we can proceed with preparing Fedora 25 slaves?
