add icinga alerts per-mirrorsite owner

Description

Now that the mirrorchecker alerts are stable, it would be nice to have email alerts sent to the mirror owners once their specific site is out of sync. (@gatech.edu already agreed).

Also, adding docs on how to debug mirror sites(add more sections in http://ovirt-infra-docs.readthedocs.io/en/latest/General/Mirror.html)

I seems that the current nagios alerts for infra are working well enough, not sure its worth investing in such an effort just to gain little value ( i.e avoiding forwarding an email to the mirror owner )

the mirror checker is on OpenShift yet alerts are sent by nagios. We would need to request consent from admins if we want to implement this and then define contacts in icinga to enable alerts.

Please follow-up with on how we can add monitoring to the mirror checking,
worth looking into something that is supported as part of OpenShift
