move PHX proxy VM to el7

Description

proxy.phx.ovirt.org runs an old Fedora release and must be rebuilt with CentOS7. Since repoproxy was removed this should be fairly trivial as the only thing needed is a running Squid proxy allowing connections from PXH only.

Old proxy shut down. All requests are served by the new one. Closing.

New proxy enabled in most jobs. Some are still accessing the old box, yet I've deleted the old proxy from Foreman and made proxy.phx.ovirt.org a CNAME to proxy01.phx.ovirt.org

Will keep the old proxy online for a day to ensure all existing DNS caches expire and delete it. For now will merge related puppet code changes.

I switched to the upstream squid3 plugin instead of an outdated fork we were using as it refused to work with el7:

Patch submitted for review - it is currently running on proxy01.phx.ovirt.org and producing a nearly identical SQUID config as on the old box.
