Create a project in staging Gerrit with full STD-CI

Description

Create a proect in staging Gerrit that builds an RPM package and has the full set of STD-CI jobs.

This project could then be used to test breaking changes to STD-CI.

Patch for new staging project merged, but post-merge jobs do not seem to run ATM, need further investigation of the Gerrit plugin.

Created a patch to add jobs for a project in the staging environment.

Also created the project in the staging Gerrit and so stub patches to ensure the jobs get started successfully, Still working on verifying all jobs.
