Create a change-queue in the staging Jenkins

Description

Since were gonna put the change-queue in production, we can no longer use the production environment for development of the change queue code.

We need an example change queue on the staging gerrit that we can test things on.

To create the change queue we will also need some projects to submit changes into it...
