update Gerrit Trigger plugin on Jenkins

Description

The last plugin update part of brought a version of Gerrit Trigger plugin with several issues that were closed in a subsequent release. Opening this ticket to update the plugin to its latest version

Will also remove PostBuildScript and bump core version to the latest LTS within this ticket. I also spotted that saferestart is installed manually on Prod so will remove it as we can't use it anyway (we can add it via puppet later if needed)

Thanks for the info. Our puppet code won't actually remove plugins that aren't managed by it - they will just be ignored and left alone. What it will do is downgrade plugins if something was upgraded manually.

you'd probably want to re-enable the puppet agent too.

yeah I did, you can let puppet remove it, its probably not gonna be used any time soon.
