This is because of the old and obsolete findbugs job that cancels the vote of the other jobs.

We have this patch to remove the old job, but we are waiting for a series of patches that backport the findbugs functionality from `master` to `4.1` to be merged.

please close as DUPLICATE if you already have a ticket about this.
