Migrate repoman to STDCI v2

Description

Repoman CI is still using STDCI V1 ATM. Since its an infa project it should move to STDCI V2 quickly.

Both of the patches had posted above had been merged a long time ago, and looking at repoman patches, you can see we have V2 jobs running and no V1 jobs.
