Migrate jenkins.ovirt.org to jenkins.phx.ovirt.org on PHX DC

Description

Migrate all the services from the old jenkins to the new one.
The data shouldn't be copied, but rather re-deloyed via YAML.

we can keep the old jenkins.ovirt.org for a while for history & testing reasons.

update:
ssh-agent resolved.
emails working(was none-issue, just my spam filters).
some more small issues resolved(openjdk/artifactory xml for none standard ci jobs)

good point, will update the open issues here:
1. ssh-agent plugin not working
2. emails are unstable
3. moved to role based authentication
4. more CI related - publishers didn't finish yet.
5. enable icinga alerts(install NRPE client)
