decommission fedora 23 slaves

Description

We have several Fedora 23 slaves used by Jenkins:
fc23-vm01.phx.ovirt.org
fc23-vm02.phx.ovirt.org
fc23-vm03.phx.ovirt.org
fc23-vm04.phx.ovirt.org
fc23-vm05.phx.ovirt.org
fc23-vm06.phx.ovirt.org
fc23-vm07.phx.ovirt.org
fc23-vm08.phx.ovirt.org
fc23-vm09.phx.ovirt.org

Fedora 23 will be end of life as soon as Fedora 25 is released (planned for 15.11.2016 which is in a month). We still have some jobs that only run on fc23 slaves, for example lago_master_check* jobs. They need to be modified before fc23 slaves are decommissioned.

All slave VMs removed from Jenkins, the only remaining ones are the bare metal lago slaves:

Fedora 25 is out so Fedora 23 will be EOL in a month:

I will create provisioning templates on the Foreman and try build some slaves so that we can test how they work with our pipeline.
